My fellow Americans:

"On what legal meat does this our Caesar feed?" wrote New York Times Columnist William Safire as he blasted President Bush’s November 13 emergency order permitting noncitizens the government has "reason to believe" are terrorists to be tried - inside the U.S - by military tribunals. These trials may be held in secret and the prosecutors do not have to produce evidence if it is "in the interests of national security." And the condemned may then be executed "even if a third of the officers disagree." Safire categorized this as a "dictatorial power to jail or execute aliens."  Bush’s proclamation is a nullification of the 6th Amendment to the U.S. Constitution. At the same time that Caesar Bush was announcing this edict the Justice Department was announcing - as reported in the AP on November 15 - that it will not disclose the identities or status of more than 1,100 people arrested or detained since September 11th, nor will it continue to release a running tally of those detained.

As the anxiety level rises in you, you think, "Well, I’m a citizen so I don’t have anything to worry about."

Try harder to refocus on your Christmas list, Harry Potter and your job.

On October 26th - a date which will live in infamy - the President signed the USA/PATRIOT act, officially known as HR 3162. And you should well note that, (Continued on Page 3)

Corrections

- In the October 15 issue of FTW we wrote that the Miami Herald, on October 9th, had published the results of the final BDO Seidman manual recount of votes from the November election. Those results indicated that Al Gore had won the state of Florida by 662 votes. This information was derived by our researcher from the web site www.democrats.com. The statement on the Democratic web site stated, "Without counting a single hanging or dimpled chad, Gore won by 662! The votes below were crystal clear votes as determined by the Miami Herald’s accounting firm, BDO Seidman. Under Florida law, all of these ballots should have been counted by election officials on Election Day. Their failure to do so is Official Misconduct, not ‘Voter Error!’"

So it was BDO Seidman which released the information, speaking as the Herald’s accounting firm. The Miami Herald did not, in fact, publish the results in the paper. We herewith correct our statement but then we ask the question, "Why didn’t the Herald publish this critical story?"

- In our story from the September 18 issue entitled Osama bin Laden’s Bush Family Business Connections we reported that Texas investment banker James Bath received investments in the 1970s from Osama bin Laden’s father. This is incorrect. The investments were, in fact, placed by bin Laden’s brother, Salem.

Salem was killed in a plane crash in 1988.

In our story on Insider Trading linked to Deutschebank/A.B. Brown we incorrectly quoted a report from the Israeli Herzliyya International Policy Institute for Counter Terrorism. Instead of writing that Merrill, Lynch and Company occupied 22 floors of the World Trade Center, we should have written "Merrill, Lynch & Co., with headquarters near the Twin Towers."

Both corrections have been made to the stories on our web site.

Do You Have Your Papers?

National ID Cards Coming?

A November 14th AP story reports that an anti-terrorism committee created in the wake of the September 11th hijackings has recommended the establishment of a national ID card system. This is a move also strongly supported by Oracle CEO Larry Ellison. The cards would be equipped with microchips carrying almost all of your personal information, social security number, blood type and - according to some sources - possibly your "relevant" medical history.

Kissinger Is Everywhere

WHY?

For all of the years that Osama bin Laden was supposedly terrorizing the U.S. and the world, and for all the vehement rhetoric out of both the Bush and Clinton Administrations, Afghanistan has never been listed as a terrorist nation by the State Department.

As it turns out, during the years that Unocal was trying to get the trans-Afghani pipeline going, it was hoping that the Taliban and the U.S. government would "normalize relations." That, in spite of the fact that the Taliban was supporting bin Laden and terrorist groups all over the world.

It seems that Unocal hired Henry Kissinger to lobby on its - and the Taliban’s behalf just a few years ago.

Chinese Oil Firm Picks Kissinger as Adviser

Hmm! The war’s about building a pipeline across Afghanistan down to the Pakistani coast to sell oil and gas to China. And Kissinger is on both ends of the deal.

First Signs of a Bush Move to Loot the Fund

Social Security Hearings behind Closed Doors

FTW predicted in January, and again just days after the WTC attacks, that the Bush Administration - the same gang that looted $500 billion dollars out of our Savings and Loans - was going after social security. We have previously reported that $3 trillion is missing from the Pentagon over the last three years and that HUD had mysteriously lost some $59 billion over two. This looting of America’s wealth is part of a larger agenda being hidden behind the war on terrorism. Now the moves on social security have begun.

On November 6, Representatives Henry Waxman (D), CA, and Robert Matsui (D), CA wrote a letter to former Senator Daniel Patrick Moynihan who is George W. Bush’s point man on Social Security. The letter opened with, "It has come to our attention that today you again plan to convene subcommittees of the President’s Committee to Strengthen Social Security behind closed doors…" The letter continued, "We are deeply disappointed that the Commission is continuing to hold subcommittee meetings without public notice and without making provisions for public scrutiny of the materials presented to the subcommittees or the decisions made by them."

These two ranking minority members of the Government Reform Committee and the Subcommittee on Social Security have been locked out of the Commission’s deliberations.  Yet they are charged with protecting the interests of the American people by providing oversight for the Social Security fund. Meanwhile we can only guess at how quickly the Bush Administration is moving to take these entitlements and make them available to the stock markets by hoodwinking people into believing they can make more money that way.

Mark my words: this will be the pillaging that breaks down the American system of government forever.

"F Word" (Cont, from Page 1) -- according to Representative Ron Paul (R) of Texas - as reported on November 9th by Kelly O’Meara of the Washington Times’ Insight Magazine - the bill had not even been printed and members of the House could not read it before they were compelled to vote on it. O’Meara wrote, "Meanwhile, efforts to obtain copies of the new bill were stonewalled even by the committee that wrote it." Most of its provisions have nothing to do with fighting terrorism. Under this so-called anti-terrorist measure:

É       Any federal law enforcement agency may enter your home or business when you are not there, collect evidence, not tell you about it, and then use that evidence to convict you of a crime; (This nullifies the 4th Amendment to the Constitution). And, says the ACLU, it doesn’t even have to be a terrorism investigation, just a criminal investigation. [Section 213 - The Sneak and Peek provision].

É       Any federal law enforcement agency may, if they suspect that you are committing a crime, monitor all of you internet traffic and read your emails. They may also intercept all of your cell phone calls as well. No warrant is required. (This violates the Fourth and Fifth Amendments to the Constitution) [Section 202 and 216] [See FTW on Carnivore, Vol. IV, No.2 - April 30, 2001].

É       The FBI or any other federal law enforcement agency may come to your business and seize any of your business records - if they claim it is connected with a terrorist investigation - and they can arrest you if you tell anyone that they were there. (this violates the First and the Fourth Amendments to the Constitution) [Title II, Section 501]

É       The CIA can now operate inside the U.S. and spy on American citizens. And, as directed by AG Ashcroft on November 13, it is also permitted to share its intelligence files with local law enforcement agencies (and vice versa). The CIA has spied on Americans for decades, but the fruits of that spying have never been admissible in court. Now law enforcement will have the ability rewrite the intelligence as a probable cause statement, conduct an investigation and introduce it as evidence. This, from material that was collected outside the rules of search and seizure. (There goes the Exclusionary rule of the Fourth Amendment). [Titles 2 & 9].

É       The foundation for an international secret political police agency is laid by allowing the CIA to receive wiretap information from any local agency and then share it with the intelligence services of any foreign country. [Section 203]

So now a darkness begins to sink over your consciousness. You are mad, first at me, and then you are not quite sure of what to be mad at - but you know you’re mad. Reaching through a guilty conscience you check with yourself and beg of your soul the permission to take the position that you never break any laws. None! You’re a good citizen of the Homeland, a good German - I mean American. What can you do anyway?

Then I arouse your rage at me even further by telling you that Section 802 of HR 3162 defines domestic terrorism as "activities that - involve acts dangerous to human life that are a violation of the criminal laws of the United States:… and "appear to be intended to intimidate or coerce a civilian population;" or "to influence the policy of a government by intimidation or coercion;"…

Under this definition the blocking of a driveway at a federal building or defending yourself when attacked by good "Germans" at a protest march - while protesting these violations of the Constitution - could instantly make you a "domestic terrorist" and subject to some of the stiffest penalties ever enacted into law.

Next, as you retreat further, covering your ears and mind, shutting out the crime that is being perpetrated by your government - against you - you will lash out at me and say, "Look Ruppert, I read the Bill. There’s a ‘Sunset Clause’ in it. All this stuff goes away after four years. It’s just for the duration of the terrorist emergency."

Not so. Under Section 224 (b) "With respect to any particular foreign intelligence investigation that began before the date on which the provisions referred to in subsection (a) cease to have effect, or with respect to any particular offense or potential offense that began or occurred before the date on which such provisions cease to have effect, such provisions shall continue in effect."  In other words, if the government says that their desire to burglarize, or wiretap you or search your files is part of an investigation that started before December 31, 2005, there is no sunset clause. This could be for a "potential" offense. What is a potential offense? Something you thought about? Something you might have thought about?

Now thoroughly uncomfortable you reach for more straw teddy bears. And I, like a hunter smelling victory, will close in on you with words that will both reassure you and make you a grown up. Upon reviewing HR 3162 Congressman Paul said to reporter O’Meara, "Our forefathers would think it’s time for a revolution. This is why they revolted in the first place… They revolted against much more mild oppression."

Mao once said that "Revolution is not a dinner party."  You squirm in your seat.

OK, The Congressman’s noble words stirred you for a moment, made you think of Mel Gibson in "The Patriot." But you realize that you’re not Mel Gibson, you’re out of shape, you have bills to pay, a vacation coming soon. Reaching again, you realize something. "Wait! This is a law. It was passed. It’s proof that there are checks and balances.

I’m coming to get you now.

Beyond The Law

On November 9th, Attorney General Ashcroft announced that he was ordering the Justice Department to begin wiretapping and monitoring attorney-client communications in terrorist cases where the suspect was incarcerated. This was not even discussed in HR 3162. That same day Senator Patrick Leahy (D), Vermont wrote to Ashcroft. He had many questions to ask about what the Justice Department had been doing by violating the trust of Congress and assuming powers which were not authorized by either law or the Constitution. Leahy even quoted a Supreme Court case (U.S. v. Robel):

"[T]his concept of "national defense" cannot be deemed an end in itself, justifying any exercise of… power designed to promote such a goal. Implicit in the term ‘national defense’ is the notion that defending those values and ideas which set this Nation apart… It would indeed be ironic if, in the name of national defense, we would sanction the subversion of one of those liberties… which makes the defense of the Nation worthwhile."

Leahy asked Ashcroft by what authority had he decided - on his own and without judicial review - to nullify the Fifth Amendment to the Constitution. He asked for an explanation and some description of the procedural safeguards that Ashcroft would put in place. He asked Ashcroft to appear before the Judiciary committee and to respond in writing by November 13.

His answer came a little late.

On November 16, Patrick Leahy received an anthrax letter. And, as of this press time, Ashcroft has not responded in writing.

I’ve got you now.

Moving up the ladder we come to the Vice President, Dick Cheney. The Washington Post reported on November 9 that all summer a major Constitutional clash had been brewing as the former head of oil giant Halliburton refused to surrender to Congress’ investigative arm, the GAO, records from his energy task force. The Post story said, "Comptroller General David M. Walker described the fight as a direct threat to the GAO’s reason for being, a separation-of-powers issue that would determine whether the legislative branch could exercise the oversight role envisioned by the founding fathers." But the Sept 11th attacks have changed all that. A planned suit by the GAO against Cheney to get the records of his task force on oil has been put on hold. Cheney’s violation of the law goes unchallenged in the goose-stepped march of manufactured polls showing support for the administration. Congressman Henry Waxman (D), CA has blasted Cheney on constitutional grounds but there’s little else he can do in the current climate.

And now we come to your President, the guy we started with, by asking what "legal meat" he eats. Apparently he eats anything he damned well pleases. On November 1st, after several months of delays, George W, Bush broke the law himself by changing an Executive Order and declaring that in this national emergency he was going to prevent the release of papers from the Reagan presidency, even though release is mandated by The Presidential Records Act of 1978.

Of what use could these papers be to Osama bin Laden?

These papers would probably shed glaring light on the criminality of the Reagan-Bush (the elder) years of Iran-Contra, the savings and loan plundering of American taxpayers and the hand-over-fist drug dealing by the CIA at the direction of G.H.W. Bush. But now, in violation of the law, you will never see them. Nor will you likely ever see the papers from the 89-93 Bush Presidency, or the Clinton years - not to mention those of the current administration. What a convenient way to cover up criminal actions.

Representatives Jan Schakowsky (D), Ill, and the ever-brave Henry Waxman rose to the challenge and wrote Bush a letter on November 6th. They said in closing, "These provisions clearly violate the intent of the law…The Executive Order violates the intent of Congress and keeps the public in the dark. We urge you to rescind this executive order and instead begin a dialogue with Congress and the public to determine the need for clarification of this law."

Any bets as to who gets the next anthrax letter? Have you noticed that only Democrats have been getting them?

So now you retreat, your decision has been made. Do nothing. This will all go away. In a last gasp of intellectual, pretzel-bending logic you think, "Wait! We still have the Supreme Court."

This is the same Supreme Court that illegally handed George W. Bush the 2000 election. This is the court that stopped and delayed hand counting long enough to prevent the final results from being known. Those results - as buried by the major media in horrendously dishonest stories released last week - were written as supporting the Supreme Court’s decision to stop the recounts. And based on that decision, the media recount gave Bush the victory. But, as noted by EXTRA! Editor Jim Naureckas in a November 15 Newsday story, the media found that it was quite possible, by examining rejected ballots, to determine the "clear intent of the voter." Yet none of these ballots were included in the media recount and all of the media organizations recognized that, had those ballots been counted, Al Gore would have won.

As constitutional lawyer Mark H. Levine noted in a December 20, 2000 editorial, what the Supreme Court did was to create a one-case only exception where the "clear intent of the voter" - as dictated by Florida law - was no longer applicable standard. By stopping the hand count and overturning the Florida Supreme Court’s correct reading of its own law, it delayed the recount long enough to force a crisis where it could overrule Florida and deliver the election to Bush while thousands of ballots went uncounted.

So much for the Supreme Court.

One of the greatest decisions to ever come out the Supreme Court - when it was one - was rendered in 1866 after the civil war. The case in question was Abraham Lincoln’s suspension of the writ of habeas corpus in arresting protesters and rioters. As recently quoted in an eloquent November 15 article by David Dietman, an attorney and Ph.D. candidate from Erie Pennsylvania, the Court stated:

"The Constitution of the United States is a law for rulers and people equally in war and in peace, and covers with the shield of its protection all classes of men, at all times, and under all circumstances. No doctrine, involving more pernicious consequences, was ever invented by the wit of man than that any of its provisions can be suspended during any of the great exigencies of government." - Ex parte Milligan, 71 U.S. 2 (1866).

So all you have left to put your faith, or your fear, in - as you see it - is the President. You have no faith in yourself, no faith in God, no trust in your fellow citizens and no willingness to experience discomfort. You fail to praise, support and uplift all of the courage that is beginning to reveal itself around you. You draw your blinds and wave your flags hoping for divine intervention before your name or your job comes up on the list. You are a good German, like the Germans who followed Hitler and allowed him to start a war that killed hundreds of millions of people.

And when it is all over, when they come for me, when they come for you, when they come for your job -  when history sheds it inevitable light on the criminals that today rule our country - you will say, "I didn’t do anything wrong."

Oh yes you did.

Oh yes you did.

A War in the Planning for Four Years

HOW STUPID DO THEY THINK WE ARE?

Zbigniew Brzezinski and the CFR Put War Plans In a 1997 Book - It Is "A Blueprint for World Dictatorship," Says a Former German Defense and NATO Official Who Warned of Global Domination in 1984, in an Exclusive Interview With FTW

Summary

"THE GRAND CHESSBOARD - American Primacy And It’s Geostrategic Imperatives," Zbigniew Brzezinski, Basic Books, 1997.

These are the very first words in the book: "Ever since the continents started interacting politically, some five hundred years ago, Eurasia has been the center of world power." - p. xiii.  Eurasia is all of the territory east of Germany and Poland, stretching all the way through Russia and China to the Pacific Ocean. It includes the Middle East and most of the Indian subcontinent. The key to controlling Eurasia, says Brzezinski, is controlling the Central Asian Republics. And the key to controlling the Central Asian republics is Uzbekistan. Thus, it comes as no surprise that Uzbekistan was forcefully mentioned by President George W. Bush in his address to a joint session of Congress, just days after the attacks of September 11, as the very first place that the U.S. military would be deployed.

As FTW has documented in previous stories, major deployments of U.S. and British forces had taken place before the attacks. And the U.S. Army and the CIA had been active in Uzbekistan for several years. There is now evidence that what the world is witnessing is a cold and calculated war plan - at least four years in the making - and that, from reading Brzezinski’s own words about Pearl Harbor, the World Trade Center attacks were just the trigger needed to set the final conquest in motion.

FTW, November 7, 2001, 1200 PST - There’s a quote often attributed to Allen Dulles after it was noted that the final 1964 report of the Warren Commission on the assassination of JFK contained dramatic inconsistencies. Those inconsistencies, in effect, disproved the Commission’s own final conclusion that Lee Harvey Oswald acted alone on November 22, 1963. Dulles, a career spy, Wall Street lawyer, the CIA director whom JFK had fired after the 1961 Bay of Pigs fiasco - and the Warren Commission member who took charge of the investigation and final report - is reported to have said, "The American people don’t read."

Some Americans do read. So do Europeans and Asians and Africans and Latin Americans.

World events since the attacks of September 11, 2001 have not only been predicted, but also planned, orchestrated and - as their architects would like to believe - controlled. The current Central Asian war is not a response to terrorism, nor is it a reaction to Islamic fundamentalism. It is in fact, in the words of one of the most powerful men on the planet, the beginning of a final conflict before total world domination by the United States leads to the dissolution of all national governments. This, says Council on Foreign Relations (CFR) member and former Carter National Security Advisor, Zbigniew Brzezinski, will lead to nation states being incorporated into a new world order, controlled solely by economic interests as dictated by banks, corporations and ruling elites concerned with the maintenance (by manipulation and war) of their power. As a means of intimidation for the unenlightened reader who happens upon this frightening plan - the plan of the CFR - Brzezinski offers the alternative of a world in chaos unless the U.S. controls the planet by whatever means are necessary and likely to succeed.

This position is corroborated by Dr. Johannes B. Koeppl, Ph.D. a former German defense ministry official and advisor to former NATO Secretary General Manfred Werner. On November 6, he told FTW, "The interests behind the Bush Administration, such as the CFR, The Trilateral Commission - founded by Brzezinski for David Rockefeller - and the Bilderberger Group, have prepared for and are now moving to implement open world dictatorship within the next five years. They are not fighting against terrorists. They are fighting against citizens."

Brzezinski’s own words - laid against the current official line that the United States is waging a war to end terrorism - are self-incriminating. In an ongoing series of articles, FTW has consistently established that the U.S. government had foreknowledge of the World Trade Center attacks and chose not to stop them because it needed to secure public approval for a war that is now in progress. It is a war, as described by Vice President Dick Cheney, "that may not end in our lifetimes." What that means is that it will not end until all armed groups, anywhere in the world, which possess the political, economic or military ability to resist the imposition of this dictatorship, have been destroyed.

These are the "terrorists" the U.S. now fights in Afghanistan and plans to soon fight all over the globe.

Before exposing Brzezinski (and those he represents) with his own words, or hearing more from Dr. Koeppl, it is worthwhile to take a look at Brzezinski’s background.

According to his resume Brzezinski, holding a 1953 Ph.D. from Harvard, lists the following achievements:

Counselor, Center for Strategic and International Studies

Professor of American Foreign Policy, Johns Hopkins University

National Security Advisor to President Jimmy Carter (1977-81)

Trustee and founder of the Trilateral Commission

International advisor of several major US/Global corporations

Associate of Henry Kissinger

Under Ronald Reagan - member of NSC-Defense Department Commission on Integrated Long-Term Strategy

Under Ronald Reagan - member of the President’s Foreign Intelligence Advisory Board

Past member, Board of Directors, The Council on Foreign Relations

1988 - Co-chairman of the Bush National Security Advisory Task Force.

Brzezinski is also a past attendee and presenter at several conferences of the Bilderberger group - a non-partisan affiliation of the wealthiest and most powerful families and corporations on the planet.

The Grand Chessboard

Brzezinski sets the tone for his strategy by describing Russia and China as the two most important countries - almost but not quite superpowers - whose interests that might threaten the U.S. in Central Asia. Of the two, Brzezinski considers Russia to be the more serious threat. Both nations border Central Asia. In a lesser context he describes the Ukraine, Azerbaijan, Iran and Kazakhstan as essential "lesser" nations that must be managed by the U.S. as buffers or counterweights to Russian and Chinese moves to control the oil, gas and minerals of the Central Asian Republics (Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan).

He also notes, quite clearly (p. 53) that any nation that might become predominant in Central Asia would directly threaten the current U.S. control of oil resources in the Persian Gulf. In reading the book it becomes clear why the U.S. had a direct motive for the looting of some $300 billion in Russian assets during the 1990s, destabilizing Russia’s currency (1998) and ensuring that a weakened Russia would have to look westward  to Europe for economic and political survival, rather than southward to Central Asia. A dependent Russia would lack the military, economic and political clout to exert influence in the region and this weakening of Russia would explain why Russian President Vladimir Putin has been such a willing ally of U.S. efforts to date. An examination of selected quotes from "The Grand Chessboard," in the context of current events reveals the darker agenda behind military operations that were planned long before September 11th, 2001.

"…The last decade of the twentieth century has witnessed a tectonic shift in world affairs. For the first time ever, a non-Eurasian power has emerged not only as a key arbiter of Eurasian power relations but also as the world’s paramount power. The defeat and collapse of the Soviet Union was the final step in the rapid ascendance of a Western Hemisphere power, the United States, as the sole and, indeed, the first truly global power… (p. xiii)

"… But in the meantime, it is imperative that no Eurasian challenger emerges, capable of dominating Eurasia and thus of also challenging America. The formulation of a comprehensive and integrated Eurasian geostrategy is therefore the purpose of this book. (p. xiv)

"The attitude of the American public toward the external projection of American power has been much more ambivalent. The public supported America’s engagement in World War II largely because of the shock effect of the Japanese attack on Pearl Harbor. (pp 24-5)

In effect, by the mid-1990s a bloc, quietly led by Ukraine and comprising Uzbekistan, Turkmenistan, Azerbaijan and sometimes also Kazakhstan, Georgia and Moldova, had informally emerged to obstruct Russian efforts to use the CIS as the tool for political integration." "…Hence, support for the new post-Soviet states - for geopolitical pluralism in the space of the former Soviet empire - has to be an integral part of a policy designed to induce Russia to exercise unambiguously its European option. Among these states. Three are geopolitically especially important: Azerbaijan, Uzbekistan, and Ukraine." (p. 121)

"Uzbekistan, nationally the most vital and the most populous of the central Asian states, represents the major obstacle to any renewed Russian control over the region. Referring to an area he calls the "Eurasian Balkans" and a 1997 map in which he has circled the exact location of the current conflict - describing it as the central region of pending conflict for world dominance - Brzezinski writes: "Moreover, they [the Central Asian Republics] are of importance from the standpoint of security and historical ambitions to at least three of their most immediate and more powerful neighbors, namely Russia, Turkey and Iran, with China also signaling an increasing political interest in the region. But the Eurasian Balkans are infinitely more important as a potential economic prize: an enormous concentration of natural gas and oil reserves is located in the region, in addition to important minerals, including gold." "The world’s energy consumption is bound to vastly increase over the next two or three decades. Estimates by the U.S. Department of energy anticipate that world demand will rise by more than 50 percent between 1993 and 2015, with the most significant increase in consumption occurring in the Far East. The momentum of Asia’s economic development is already generating massive pressures for the exploration and exploitation of new sources of energy and the Central Asian region and the Caspian Sea basin are known to contain reserves of natural gas and oil that dwarf those of Kuwait, the Gulf of Mexico, or the North Sea." "In fact, an Islamic revival - already abetted from the outside not only by Iran but also by Saudi Arabia - is likely to become the mobilizing impulse for the increasingly pervasive new nationalisms, determined to oppose any reintegration under Russian - and hence infidel - control." (p. 133).

"For Pakistan, the primary interest is to gain Geostrategic depth through political influence in Afghanistan - and to deny to Iran the exercise of such influence in Afghanistan and Tajikistan - and to benefit eventually from any pipeline construction linking Central Asia with the Arabian Sea."  (p.139)

"Moreover, sensible Russian leaders realize that the demographic explosion underway in the new states means that their failure to sustain economic growth will eventually create an explosive situation along Russia’s entire southern frontier." (p.141) [This would explain why Putin would welcome U.S. military presence to stabilize the region.]

"Turkmenistan… has been actively exploring the construction of a new pipeline through Afghanistan and Pakistan to the Arabian Sea…" (p.145)

"It follows that America’s primary interest is to help ensure that no single power comes to control this geopolitical space and that the global community has unhindered financial and economic access to it." (p148)

"China’s growing economic presence in the region and its political stake in the area’s independence are also congruent with America’s interests." (p.149)

"America is now the only global superpower, and Eurasia is the globe’s central arena. Hence, what happens to the distribution of power on the Eurasian continent will be of decisive importance to America’s global primacy and to America’s historical legacy."  (p.194)

"In the long run, global politics are bound to become increasingly uncongenial to the concentration of hegemonic power in the hands of a single state. Hence, America is not only the first, as well as the only, truly global superpower, but it is also likely to be the very last." (p.209)

"Moreover, as America becomes an increasingly multi-cultural society, it may find it more difficult to fashion a consensus on foreign policy issues, except in the circumstance of a truly massive and widely perceived direct external threat."  (p. 211) [Emphasis added]

The Horror - And Comments from Someone Who Worked With Brzezinski

Brzezinski’s book is sublimely arrogant. While singing the praises of the IMF and the World Bank, which have economically terrorized nations on every continent, and while totally ignoring the worldwide terrorist actions of the U.S. government that have led to genocide; cluster bombings of civilian populations from Kosovo, to Laos, to Iraq, to Afghanistan; the development and battlefield use of both biological and chemical agents such as Sarin gas; and the financial rape of entire cultures, it would leave the reader believing that such actions are for the good of mankind.

While seconded from the German defense ministry to NATO in the late 1970s, Dr. Johannes Koeppl traveled to Washington on more than one occasion. He also met with Brzezinski in the White House on more than one occasion. His other Washington contacts included Steve Larabee from the CFR, John J. McCloy, former CIA Director, economist Milton Friedman, and officials from Carter’s Office of Management and Budget. He is the first person I have ever interviewed who has made a direct presentation at a Bilderberger conference and he has also made numerous presentations to sub-groups of the Trilateral Commission. That was before he spoke out against them.

His fall was rapid after he realized that Brzezinski was part of a group intending to impose a world dictatorship. "In 1983/4 I warned of a take-over of world governments being orchestrated by these people. There was an obvious plan to subvert true democracies and selected leaders were not being chosen based upon character but upon their loyalty to an economic system run by the elites and dedicated to preserving their power.

"All we have now are pseudo-democracies."

Koeppl recalls meeting U.S. Congressman Larry McDonald in Nuremburg in the early 80s. McDonald, who was then contemplating a run for the Presidency, was a severe critic of these elites. He was killed in the Russian shootdown of Korean Air flight 007 in 1985. Koeppl believes that it might have been an assassination. Over the years many writers have made these allegations about 007 and the fact that someone with Koeppl’s credentials believes that an entire plane full of passengers would be destroyed to eliminate one man offers a chilling opinion of the value placed on human life by the powers that be.

In 1983, Koeppl warned, through Op-Ed pieces published in NEWSWEEK and elsewhere, that Brzezinski and the CFR were part of an effort to impose a global dictatorship. His fall from grace was swift. "It was a criminal society that I was dealing with. It was not possible to publish anymore in the so-called respected publications. My 30 year career in politics ended.

"The people of the western world have been trained to be good consumers; to focus on money, sports cars, beauty, consumer goods. They have not been trained to look for character in people. Therefore what we need is education for politicians, a form of training that instills in them a higher sense of ethics than service to money. There is no training now for world leaders. This is a shame because of the responsibility that leaders hold to benefit all mankind rather than to blindly pursue destructive paths.

"We also need education for citizens to be more efficient in their democracies, in addition to education for politicians that will create a new network of elites based upon character and social intelligence."

Koeppl, who wrote his 1989 doctoral thesis on NATO management, also authored a 1989 book - largely ignored because of its controversial revelations - entitled "The Most Important Secrets in the World." As to the present conflict Koeppl expressed the gravest concerns, "This is more than a war against terrorism. This is a war against the citizens of all countries. The current elites are creating so much fear that people don’t know how to respond. But they must remember. This is a move to implement a world dictatorship within the next five years. There may not be another chance."

Bin Laden Met with the CIA in July and Walked Away

FTW, November 2, 2001 - 1200 PST -- On October 31, the French daily Le Figaro dropped a bombshell. While in a Dubai hospital receiving treatment for a chronic kidney infection last July, Osama bin Laden met with a top CIA official - presumably the Chief of Station. The meeting, held in bin Laden’s private suite, took place at the American hospital in Dubai at a time when he was a wanted fugitive for the bombings of two U.S. embassies and this year’s attack on the U.S.S. Cole. Bin Laden was eligible for execution according to a 2000 intelligence finding issued by President Bill Clinton before leaving office in January. Yet on July 14th he was allowed to leave Dubai on a private jet and there were no Navy fighters waiting to force him down.

In 1985 Oliver North - the only member of the Reagan-Bush years who doesn’t appear to have a hand in the current war - sent the Navy and commandos after terrorists on the cruise ship Achille Lauro. In his 1991 autobiography "Under Fire," while describing terrorist Abu Abbas, North wrote, "I used to wonder: how many dead Americans will it take before we do something?" One could look at the number of Americans Osama bin Laden is alleged to have killed before September 11 and ask the same question.

It gets worse, much worse. A more complete timeline listing crucial events both before and after the September 11th suicide attacks, which have been blamed on bin Laden, establishes CIA foreknowledge of them and strongly suggests that there was criminal complicity on the part of the U.S. government in their execution. It also makes clear that the events which have taken place since September 11th are based upon an agenda that has little to do with the attacks.

One wonders how these events could have been ignored by the major media or treated as isolated incidents. Failing that, how could skilled news agencies avoid being outraged, or at least even just a little suspicious?

1.      1998 and 2000 - Former President George H.W. Bush travels to Saudi Arabia on behalf of the privately owned Carlyle Group, the 11th largest defense contractor in the U.S. While there he meets privately with the Saudi royal family and the bin Laden family. 2.      Feb 13, 2001 - UPI Terrorism Correspondent Richard Sale - while covering a trial of bin Laden’s Al Q’aeda followers - reports that the National Security Agency has broken bin Laden’s encrypted communications. Even if this indicates that bin Laden changed systems in February it does not mesh with the fact that the government insists that the attacks had been planned for years.

3.      May 2001 - Secretary of State Colin Powell gives $43 million in aid to the Taliban regime, purportedly to assist hungry farmers who are starving since the destruction of their opium crop in January on orders of the Taliban regime. [Source: The Los Angeles Times, May 22, 2001].

4.      May, 2001 - Deputy Secretary of State Richard Armitage, a career covert operative and former Navy Seal, travels to India on a publicized tour while CIA Director George Tenet makes a quiet visit to Pakistan to meet with Pakistani leader General Pervez Musharraf. Armitage has long and deep Pakistani intelligence connections and he is the recipient of the highest civil decoration awarded by Pakistan. It would be reasonable to assume that while in Islamabad, Tenet, in what was described as "an unusually long meeting," also met with his Pakistani counterpart, Lt. 5.      June 2001 - German intelligence, the BND, warns the CIA and Israel that Middle Eastern terrorists are "planning to hijack commercial aircraft to use as weapons to attack important symbols of American and Israeli culture." [Source: Frankfurter Allgemeine Zeitung, September 14, 2001.]

6.      July, 2001 - Three American officials: Tom Simmons (former U.S. Ambassador to Pakistan), Karl Inderfurth (former Assistant Secretary of State for South Asian affairs) and Lee Coldren (former State Department expert on South Asia), meet with Pakistani and Russian intelligence officers in Berlin and tell them that the U.S. is planning military strikes against Afghanistan in October. A French book released in November, "Bin Laden - La Veriteì Interdite," discloses that Taliban representatives often sat in on the meetings. 7.      Summer 2001 - According to a Sept. 26 story in Britain’s The Guardian, correspondent David Leigh reported that, "U.S. department of defense official, Dr. Jeffrey Starr, visited Tajikistan in January. The Guardian’s Felicity Lawrence established that US Rangers were also training special troops in Kyrgyzstan. There were unconfirmed reports that Tajik and Uzbek special troops were training in Alaska and Montana."

8.      Summer 2001 (est.) - Pakistani ISI Chief General Mahmud (see above) orders an aide to wire transfer $100,000 to Mohammed Atta, who was according to the FBI, the lead terrorist in the suicide hijackings. Mahmud recently resigned after the transfer was disclosed in India and confirmed by the FBI. [Source: The Times of India, October 11, 2001.]

9.      Summer 2001 - An Iranian man phones U.S. law enforcement to warn of an imminent attack on the World Trade Center in the week of September 9th. German police confirm the calls but state that the U.S. Secret Service would not reveal any further information. [Source: German news agency "online.ie", September 14, 2001.]

10.     August 2001 - The FBI arrests an Islamic militant linked to bin Laden in Boston. French intelligence sources confirm that the man is a key member of bin Laden’s network and the FBI learns that he has been taking flying lessons. At the time of his arrest the man is in possession of technical information on Boeing aircraft and flight manuals. [Source: Reuters, September 13.]

11.     Summer 2001 - Russian intelligence notifies the CIA that 25 terrorist pilots have been specifically training for suicide missions. This is reported in the Russian press and news stories are translated for FTW by a retired CIA officer.

12.     July 4-14, 2001 - Osama bin Laden receives treatments for kidney disease at the American hospital in Dubai and meets with a CIA official who returns to CIA headquarters on July 15th. [Source: Le Figaro, October 31st, 2001.]

13.     August 2001 - Russian President Vladimir Putin orders Russian intelligence to warn the U.S. government "in the strongest possible terms" of imminent attacks on airports and government buildings. [Source: MS-NBC interview with Putin, September 15.]

14.     August/September, 2001 - The Dow Jones Industrial Average drops nearly 900 points in the three weeks prior to the attack. A major stock market crash is imminent.

15.     Sept. 3-10, 2001 - MS-NBC reports on September 16 that a caller to a Cayman Islands radio talk show gave several warnings of an imminent attack on the U.S. by bin Laden in the week prior to 9/11.

16.     September 1-10, 2001 - In an exercise, Operation "Swift Sword" planned for four years, 23, 000 British troops are steaming toward Oman. Although the 9/11 attacks caused a hiccup in the deployment the massive operation was implemented as planned. At the same time two U.S. carrier battle groups arrive on station in the Gulf of Arabia just off the Pakistani coast. Also at the same time, some 17,000 U.S. troops join more than 23,000 NATO troops in Egypt for Operation "Bright Star." All of these forces are in place before the first plane hits the World Trade Center. 17.     September 6-7, 2001 - 4,744 put options (a speculation that the stock will go down) are purchased on United Air Lines stock as opposed to only 396 call options (speculation that the stock will go up). This is a dramatic and abnormal increase in sales of put options. Many of the UAL puts are purchased through Deutschebank/AB Brown, a firm managed until 1998 by the current Executive Director of the CIA, A.B. "Buzzy" Krongard. 18.     September 10, 2001 - 4,516 put options are purchased on American Airlines as compared to 748 call options. [Source: ICT - above]

19.     September 6-11, 2001 - No other airlines show any similar trading patterns to those experienced by UAL and American. The put option purchases on both airlines were 600% above normal. This at a time when Reuters (September 10) issues a business report stating, "Airline stocks may be poised to take off."

20.     September 6-10, 2001 - Highly abnormal levels of put options are purchased in Merrill Lynch, Morgan Stanley, AXA Re(insurance) which owns 25% of American Airlines, and Munich Re. 21.     It has been documented that the CIA, the Israeli Mossad and many other intelligence agencies monitor stock trading in real time using highly advanced programs reported to be descended from Promis software. This is to alert national intelligence services of just such kinds of attacks. Promis was reported, as recently as June, 2001 to be in Osama bin Laden’s possession and, as a result of recent stories by FOX, both the FBI and the Justice Department have confirmed its use for U.S. intelligence gathering through at least this summer. This would confirm that CIA had additional advance warning of imminent attacks. 23.     September 11, 2001, For 35 minutes, from 8:15 AM until 9:05 AM, with it widely known within the FAA and the military that four planes have been simultaneously hijacked and taken off course, no one notifies the President of the United States. It is not until 9:30 that any Air Force planes are scrambled to intercept, but by then it is too late. This means that the National Command Authority waited for 75 minutes before scrambling aircraft, even though it was known that four simultaneous hijackings had occurred - an event that has never happened in history. 24.     September 13, 2001 - China is admitted to the World Trade Organization quickly, after 15 years of unsuccessful attempts. [Source: The New York Times, Sept. 30, 2001.]

25.     September 15, 2001 - The New York Times reports that Mayo Shattuck III has resigned, effective immediately, as head of the Alex (A.B) Brown unit of Deutschebank.

26.     September 29, 2001 - The San Francisco Chronicle reports that $2.5 million in put options on American Airlines and United Airlines are unclaimed. This is likely the result of the suspension in trading on the NYSE after the attacks which gave the Securities and Exchange Commission time to be waiting when the owners showed up to redeem their put options.

27.     October 10, 2001 - The Pakistani newspaper The Frontier Post reports that U.S. Ambassador Wendy Chamberlain has paid a call on the Pakistani oil minister. A previously abandoned Unocal pipeline from Turkmenistan, across Afghanistan, to the Pakistani coast, for the purpose of selling oil and gas to China, is now back on the table "in view of recent geopolitical developments."

28.     Mid October, 2001 - The Dow Jones Industrial Average, after having suffered a precipitous drop has recovered most of its pre-attack losses. Although still weak, and vulnerable to negative earnings reports, a crash has been averted by a massive infusion of government spending on defense programs, subsidies for "affected" industries and planned tax cuts for corporations.

Now, let’s go back to the October 31 story by Le Figaro - the one that has Osama bin Laden meeting with a CIA officer in Dubai this June.

The story says that, "Throughout his stay in the hospital, Osama Bin Laden received visits from many family members [There goes the story that he’s a black sheep!] and Saudi Arabian Emirate personalities of status. During this time the local representative of the CIA was seen by many people taking the elevator and going to bin Laden’s room.

"Several days later the CIA officer bragged to his friends about having visited the Saudi millionaire. From authoritative sources, this CIA agent visited CIA headquarters on July 15tth, the day after bin Laden’s departure for Quetta…

"According to various Arab diplomatic sources and French intelligence itself, precise information was communicated to the CIA concerning terrorist attacks aimed at American interests in the world, including its own territory."…

"Extremely bothered, they [American intelligence officers in a meeting with French intelligence officers] requested from their French peers exact details about the Algerian activists [connected to bin Laden through Dubai banking institutions], without explaining the exact nature of their inquiry. When asked the question, "What do you fear in the coming days?’ the Americans responded with incomprehensible silence."…

"On further investigation, the FBI discovered certain plans that had been put together between the CIA and its "Islamic friends" over the years. The meeting in Dubai is, so it would seem, consistent with ‘a certain American policy.’"

Even though Le Figaro reported that it had confirmed with hospital staff that bin Laden had been there as reported, stories printed on November 1 contained quotes from hospital staff that these reports were untrue. On November 1, as reported by the Ananova press agency, the CIA flatly denied that any meeting between any CIA personnel and Osama bin Laden at any time. So did hospital staff.

In the most ironic twist of all, FTW has learned that Le Figaro is owned by the Carlyle Group, the American defense contractor which employs George Bush Sr., and which had as investors - until they sold their stake on October 26 - the bin Laden family.

FTW, Updated, Nov. 16, 2001 - 1300 PDT - An October 16 FOX News report by correspondent Carl Cameron indicating that convicted spy, former FBI Agent Robert Hanssen, had provided a highly secret computer software program called Promis to Russian organized crime figures - who in turn reportedly sold it to Osama bin Laden - may signal a potential intelligence disaster for the United States. Admissions by the FBI and Justice in the FOX story that they have discontinued use of the software are most certainly a legal disaster for a government that has been engaged in a 16-year battle with the software’s creator, William Hamilton, CEO of the Inslaw Corporation. Over those 16 years, in response to lawsuits filed by Hamilton charging that the government had stolen the software from Inslaw, the FBI, the CIA and the Department of Justice have denied, in court and under oath, ever using the software.

Bin Laden’s reported possession of Promis software was clearly reported in a June 15, 2001 story by Washington Times reporter Jerry Seper. That story went unnoticed by the major media. In it Seper wrote, "The software delivered to the Russian handlers and later sent to bin Laden, according to sources, is believed to be an upgraded version of a program known as Promis - developed in the 1980s by a Washington firm, Inslaw, Inc., to give attorneys the ability to keep tabs on their caseloads. It would give bin Laden the ability to monitor U.S. efforts to track him down, federal law-enforcement officials say. It also gives him access to databases on specific targets of his choosing and the ability to monitor electronic-banking transactions, easing money-laundering operations for himself or others, according to sources."

In a series of excellent stories by The Times, and as confirmed by parts of the FOX broadcast, it appears that Hanssen, who was arrested in February, in order to escape the death penalty this summer, agreed to provide the FBI and other intelligence agencies with a full accounting of his sale of Promis overseas. Reports state that almost until the moment of his capture, Hanssen was charged with "repairing" and upgrading versions of the software used by Britain and Germany.

On October 17, two different spokespersons at the FBI’s Office of Public Affairs told FTW, "The FBI has discontinued use of the Promis software." The spokespersons declined to give their names.

On October 24, Department of Justice spokesperson Loren Pfeifle declined to answer any questions about where, when or how Promis had been used and would say only, "I can only confirm that the DoJ has discontinued use of the program."

INSLAW had two limited contracts to provide Promis to Justice in 1982 and 1983. Neither application had anything to do with tracking terrorist activities. Hamilton’s suits charged that Reagan Administration officials, including Edwin Meese, pirated the software, modified it for intelligence and financial uses and made millions by selling it to the governments of Israel, Canada, Great Britain, Germany and other friendly nations. After the installation of a CIA-created "back door" into the program, Israel, using its lifelong Mossad agent Robert Maxwell, reportedly sold the software to "unfriendly" nations and then secretly retrieved priceless intelligence data.

The statements of FBI and Justice sources in the FOX story on October 16 have made Hamilton’s case. They also give but the barest hint of the security breaches that may now be helping the most wanted man in the world. Bin Laden’s reported possession of Promis may also explain the alleged threatening messages that were received by President Bush while aboard Air Force One on September 11th.

A mild uproar erupted in the days after the WTC attacks when Presidential aide Carl Rove indicated that threatening calls had been placed to Air Force One just hours after the attacks while President Bush was onboard. Some journalists excoriated Rove for suggested that bin Laden might have a mole in the White House who could have given him the secure codes to reach the aircraft in flight.

Bin Laden’s possession of Promis would provide a possible explanation.  According to Hamilton, under the right circumstances, Promis could have enabled the threatening calls to be made. "I have no way of knowing whether any Promis-related base has dial-up access to Air Force One. But if that happens, and if you have Promis, it’s a straightforward thing to do. But one would still need to have access to the targeting computer.

"There is a central locator system to track members of the National Command Authority 24/7. If that is a database created with Promis and if anyone had access you could do it."

Such a penetration using Promis might also explain why Vice President Dick Cheney was hurriedly whisked out of sight and reportedly taken to a secure underground facility, where he reportedly works to this day. Cheney’s prolonged absences from the public eye would also be explained by such a breach of security.

Numerous news stories, books and investigative reports, including a September 2000 story in FTW (Vol. III, No.7), spanning nearly two decades, have established that Promis holds unique abilities to track terrorists. The software has also, according to numerous sources including Hamilton, been modified with artificial intelligence and developed in parallel for the world’s banking systems to track money movements, stock trades and other financial dealings. Systematics - since purchased by Alltel - an Arkansas financial and technical firm headed by billionaire Jackson Stephens, has often been reported as the primary developer of Promis for financial intelligence use. Systematics through its various evolutions had been a primary supplier of software used in inter-bank and international money transfers for many years. Attorneys who have been connected to Systematics and Promis include Webster Hubbell, Hillary Clinton and the late Vince Foster.

If true, and if claims by the FBI and the Department of Justice that they have "recently" discontinued the use of Promis are accurate, the likelihood than bin Laden may have compromised the systems the U.S. government and its allies use to track him is high. Additional information in the FOX broadcast indicating that Britain stopped using the software just three months ago and that Germany stopped using the software just weeks ago are equally disturbing. These are mission-critical systems requiring years of development. What has replaced them? And even if the U.S. government has replaced the software given to its allies with newer programs - several of which FTW knows to be in existence - the FOX report clearly implies that bin Laden and Associates have had ample time to get highly secret intelligence data from both Britain and Germany. Those systems might, in turn, have compromised U.S. systems. The WTC attacks had - by all reckoning - been in the works for years, and bin Laden would certainly have known that the U.S. would be looking for him afterwards.

WHAT IS PROMIS AND WHAT DOES IT DO?

PROMIS stands for Prosecutor’s Management Information System.

In the late 1970s the legal system of the United States Department of Justice (DoJ) was comprised of more than thirty semi-autonomous regional U.S. Attorneys (USA) offices. Each had a computer system to track case management for prosecutions, investigations, and civil litigations. The problem was that they used as many as seven different programming languages. This made the transmission and sharing of information between offices virtually impossible. The computers in the USA’s office in San Francisco could not read files sent from the USA in New York.

The genius of Hamilton and Inslaw was to create a software program that could access files in any number of databases and programming languages and translate and then unify them into one consistent file. Promis was the Rosetta stone of computer languages.

Inslaw won a $10 million, three-year contract in March 1982 to install a 16-bit architecture version of Promis, which the government had the right to use but not the right to modify without paying license fees to Inslaw, on government computers in the 22 largest U.S. Attorneys' Offices.  In April 1983, the second year of the three-year contract, the government modified Inslaw’s contract in order to obtain delivery of a 32-bit architecture version of Promis, which the government could not even use without paying license fees. In modifying the contract, the government promised to pay license fees if it decided to substitute the 32-bit version for the 16-bit version. In May 1983, the month following Inslaw’s delivery of the 32-bit version of Promis, the government reneged on its contractual agreement to pay license fees and simultaneously began to find fault with Inslaw’s implementation services as justification for withholding services payments.

The Justice Department thereafter withheld $1.77 million in services payments forcing Inslaw to file for Chapter 11 bankruptcy protection in February 1985.

In January 1988, following several weeks of trial in 1987, the U.S. Bankruptcy Court issued fully litigated findings of fact that the Justice Department "took, converted, stole" the 32-bit version of Promis "through trickery, fraud and deceit," implemented the 32-bit version of Promis in the 44 largest U.S. Attorneys Offices, and then tried to force INSLAW out of business in order to incapacitate Inslaw from litigating the Justice Department's theft of Promis. The Bankruptcy Court imposed a compulsory license on the 44 largest U.S. Attorneys Offices for the perpetual use of the 32-bit version of Promis and issued a permanent injunction against any further dissemination of Promis by the government except under license from Inslaw.

Subsequent appeals by the government saw the original rulings overturned on legal, not factual, grounds. Legal actions in the case continue to this day.

Hamilton told FTW that none of the uses described above had anything to do with any licensing agreements for the software’s use to track terrorists, intelligence matters or worldwide financial transactions.

The paper tracking of the refinements in Promis after the legal dispute erupted between INSLAW and the Reagan administration, verifies that at least one version of Promis was given to Martin Marietta, now Lockheed-Martin, which is now the nation’s second largest defense contractor. Until late 2000, Lynne Cheney, the wife of Vice President Dick Cheney sat on Lockheed’s board of directors. Research conducted by many investigative journalists has indicated that Promis has spread widely throughout the defense contractor network. FTW has received multiple reports of Promis use by companies and institutions like DynCorp, Raytheon, Boeing, SAIC and the Harvard Endowment as well as by government agencies such as the Financial Criminal Enforcement Network (FINCEN) and the U.S. Treasury.

Here’s how powerful the software is.

Approximately two weeks after the September 11 attacks on the World Trade Center and the Pentagon, the History Channel aired a documentary entitled "The History of Terrorism." In that documentary, a law enforcement officer described some of the methods used to track terrorist movements. He stated that "computers" were able to track such things as credit card purchases, entry and exits visas, telephone and utility usage etc. It was implied that these diverse data base files could be integrated into one unified table. He gave an example that through the use of such a system it would be possible to determine that if a suspected terrorist entered the country and was going to hide out, that by monitoring the water and electrical consumption of all possible suspects in a given cell, it would be possible to determine where the terrorist was hiding out by seeing whose utility use increased. Conversely, it would be possible to determine if a terrorist was on the move if his utility consumption declined or his local shopping patterns were interrupted. Aren’t those "club" cards from your supermarket handy?

This is but the barest glimpse of what Promis can do. Mated with artificial intelligence it is capable of analyzing not only an individual’s, but also a community’s entire life, in real time. It is also capable of issuing warnings when irregularities appear and of predicting future movements based upon past behavior.

In the financial arena Promis is even more formidable. Not only is it capable of predicting movements in financial markets and tracking trades in real time. It has been reported, on a number of occasions, to have been used, via the "back door" to enter secret bank accounts, including accounts in Switzerland and then remove the money in those accounts without being traced. Court documents filed in the various INSLAW trials include documentation of this ability as well as affidavits and declarations from Israeli intelligence officers and assets.

The one essential weakness of Promis is that it must be physically installed on a targeted computer for it to be effective. Hence, if Osama bin Laden is able to penetrate a U.S. Government system it must mean that Promis is there.

FTW has previously reported that the CIA uses Promis to track stock trades in real time. Thus, as described in FTW stories on insider trading directly connected to the September 11 attacks, the Agency had the ability to determine that immediate impending attacks were planned against both American and United Air Lines. The Israeli Herzliyya Institute for Counterterrorism was able to publish a detailed accounting of the trades within days of the attacks and their report underscores the connection between counterterrorist efforts and the monitoring of financial markets. [See FTW Vol. IV, No 7 - Oct. 15, 2001] Suspicions of CIA advance knowledge of the attacks were heightened when FTW disclosed that the current Executive Director of the CIA, A.B. "Buzzy" Krongard was, until 1998, the CEO of A.B. Brown, the company which handled many of the suspicious trades.

All of these abilities were a given when this writer met with members of the RCMP National Security Investigation Section in the summer of 2000. Our meetings were reported in the Toronto Star and are described in the previously referenced issue of FTW.  A key question that lingered after the meetings with the RCMP was how many versions of the software had the CIA and the U.S. government given out and might they not have been also using a back door against "friendly" nations for economic motives to give advantage to U.S. companies. It was not a question that the RCMP dismissed as unlikely.

In another mind boggling development, on November 10 The Calgary Sun reported: "U.S. police said many of the suspected al-Qaida terrorists were nabbed through the use of a state-of-the-art computer software program called Promis The system interfaces with any database and can provide information on credit card, banking, pension, tax, criminal and immigration records.  Police can input an alleged terrorist name or credit card and the software will provide details of the person's movements through purchases or phone records." After so many years of denials these public confirmations that Promis is widely in use must come as a relief to Hamilton who now can walk into court and reopen his case. But they also indicate that newer generations of software have likely replaced the legendary program that has been connected with so much death, intrigue and mystery.

The FOX news story of October 16 also reported that Osama bin Laden once boasted that his youth "knew the wrinkles of the world’s financial markets like the back of their hands and that his money would never be frozen." He may be right. And an administration so lost in covering up criminal conduct - no less than the conduct of the ones which preceded it -- while trying to fight a war at the same time -- might find itself doubly wounded by the software of Bill Hamilton and Inslaw.

Russia Caves, Surrenders Control of Central Asia to U.S.

The Quick Afghan Victory Is No Surprise

On November 15, after two days of informal summit meetings at President Bush’s Texas ranch, Russian President Vladimir Putin took to the U.S. airwaves on National Public Radio. During the broadcast he took calls and answered emails from the American public.

Putin made it clear that Russia’s support for America’s so-called war on terrorism was unequivocal. He stressed that the policy objectives of the U.S. and Russia were in complete harmony and that Russian troops were actively supporting the U.S. war effort by controlling the border between Tajikistan and Afghanistan. An examination of the map shows that this would place Russian troops in an alliance with American troops just to the east of Uzbekistan. Based upon Putin’s almost fawning performance it seems clear that Zbigniew Brzezinski’s strategy, as outlined in "The Grand Chessboard" has succeeded. The systematic looting of the Russian economy during the 1990s has made it virtually a vassal state of the U.S. Putin also gave clear signals indicating that Russia was seeking stronger economic and military alliances with European nations and was distancing itself from any ambitions to re-establish the political control it held over Central Asia during the days of the Soviet Union. All of the Central Asian Republics came into existence as a result of arbitrary decisions and map-drawing by Lenin and Stalin in the 1920s and 30s.

A November 14 Reuters story reveals that during his Texas visit, Putin stopped at Rice University where he met with former President George H.W. Bush and the elder Bush’s former Secretary of State James Baker. Both are connected to the privately held Carlyle Group - the nation’s 11th largest defense contractor - which had, until recently, the family of Osama bin Laden as investors. Baker is an executive with the company and the elder Bush is a "paid consultant\" who has traveled to Saudi Arabia as recently as last year to meet with the bin Laden family. Now, given the fact that Rockefeller connected oil interests control both the Central Asian and Chinese ends of the proposed pipeline and that American capital and jobs are pouring into China - which is also supporting U.S. war efforts - the fait accompli of American global hegemony is apparent.

FTW is not surprised at the Northern Alliance’s quick victory in Afghanistan. The American public was off guard but the war has been planned for four years and the government knew that it could make Afghanistan safe for the Unocal pipeline before winter set in.
